Develop your land by acquiring new structures and influential characters to increase your renown. The Shogun's law is strict and forbids you from rearranging your cards. So seize the opportunities that come your way wisely, and send your emissaries to scheme at the Imperial Court to place your cards as efficiently as possible and become the most prestigious province in Japan.

You have a Hand and a Line of 5 cards each. Together, they make up your territory. You cannot freely rearrange your cards, either in your Hand or in your Line.
Developing your territory lets you replace the cards in your game while respecting their position in the River. You can also send your Emissaries to the Imperial Court, which will let you take additional actions.
At the end of the game, the cards in your Hand are revealed and placed below the cards in your Line, keeping their positions.
Your territory will then form a grid of 2×5 cards.
You then add up the points scored by each card, and the player with the highest total wins!
